My name is Lorraine Koss. I'm running for Cocoa City Council District 4 because I love Cocoa and have a vision to make it shine with clean jobs, storm preparedness, a healthy Lagoon, and vibrant arts community. I want to see us bridge our divides and make all citizens feel inspired to act for the Good of Cocoa.
Cocoa’s historic and waterfront settings, space industries, central-Florida-hub location, and the Indian River Lagoon, all make it possible for Cocoa to be one of the most beautiful and prosperous small cities anywhere! We can all share in a clean, bright, sustainable future that we create together for the Good of Cocoa.
With 30 years working in the water environment, a Master in Environmental Management degree and life experience as a spouse, military mother, and volunteer leader I want to work with you for the Good of Cocoa.

Lorraine has demonstrated dedication and leadership to Cocoa through her service as Chair of the Brevard County Save the Lagoon Citizen Oversight Committee. She is the founder and chair of Cocoa's Sustainability Advisory Committee to develop a sustainability and resiliency plan for the city. From 2014-2018, she chaired Cocoa’s Utility Advisory Board. In 2016, she led the League of Women Voter's initiative to organize the FL SUN (Solar United Neighborhoods) Space Coast co-op, recruiting more than 270 participants.
Lorraine's career spans 30 years in the water environment. Most recently she served as the Deputy Director for the U.S. Water Alliance where she worked with municipalities on water quality, quantity and stormwater management. Previously she worked for the Water Environment Federation developing communication and education programs for water utilities throughout the United States.
Lorraine has a Bachelors of Arts in Communication from Trinity University and a Master in Environmental Management from Duke Univerrsity. Her husband grew up in Brevard and works at Kennedy Space Center. She grew up in Minnesota. They have two sons (She is a proud Military Mom), one grandson, and a zen cat named Luna. Lorraine loves teaching yoga, gardening, and making a difference in Cocoa.
